He was a graduate of Roman Catholic High School.
He worked with the Steamfitters # 420 for over 40 years, and served as their Business Manager, before becoming The Director of Trade Jurisdiction with the United Association of Steamfitters and Plumbers.

My deepest condolence's to the Dugan family I have known John since 1991 and he was a good friend and Union Brother. We all had a lot of good times with John and over the years, as it was't all work we did take a little time out for enjoyment.

My condolences to the family of “Dugan”. Although I only knew Dugan for two years...he was definitely one of a kind. Great and funny gentleman. Always nice things to say. A great friend to my future husband, Tom Porter, who is missing his best friend. May your great memories bring peace to all of you. To the Dugan Family, please accept my sincerest sympathies over the loss of your beloved, John. It is clear that she touched the lives of many and will be truly missed. Our loving Creator knows how hard this is on you. We are told at Ezekiel 18:32 “I do not take any pleasure in the death of anyone, declares the Sovereign Lord Jehovah.” Revelation 21:4 helps us to see that death will be done away with along with the tears that comes along with it. I will miss my former colleague, friend and brother. His personality was infectious, his loyalty and commitment second to none and his word was his bond. Deanna and Janene, I am so sorry for your loss. I know your father was such an amazing role model in your lives. He made many friends over the years and will be missed.
